Good afternoon!
Today I will again sum up the events of the past week.
In the period from 23 to 29 July, all activities in the DPR People's Militia units were carried out according to the plan of combat training.
Since the beginning of 2016 the AFU have violated the ceasefire 7,294 times.
Over the past month the number od violations was 1,397 times.
Over the past week the Ukrainian military continued to shell the territory of
the Donetsk People's Republic. On the whole, the punishers carried out 3,279
bombardments, including 3,103 of them with heavy weapons.In the period from 23 to 29 July, all activities in the DPR People's Militia units were carried out according to the plan of combat training.
Since the beginning of 2016 the AFU have violated the ceasefire 7,294 times.
Over the past month the number od violations was 1,397 times.
Over the past week the Ukrainian military continued to shell the territory of

- In the Gorlovka direction, there was detected up to a battery of 152mm howitzers "Msta-B", up to a platoon of MLRS BM-21 "Grad", up to a division of 122mm howitzers "Gvozdika", up to a battery of 152mm howitzers "Alatsia", up to a battalion of Tanks, and up to a platoon of 120mm mortars.
- In the Donetsk direction, there were detected up to two batteries of 122mm howitzers "Akatsia", up to a company of tanks, two batteries of 120mm mortars and up to a battalion of the personnel;
- In the Mariupol direction, there was detected up to a platoon of 152mm howitzers "Msta-B", up to a platoon of MLRS BM-21 "Grad", up to a platoon of 122mm howitzers "Akatsia", up to a battery of 120mm mortars and up to a battalion of the personnel.

the results of
the past week, I would like to draw special attention to the deliberate
creation by the military and political authorities of Ukraine tension in the
Gorlovka and Donetsk directions, targeted shelling of the civilian
infrastructure, mass concealment of non-combat losses of the AFU, embezzling of
ammunition in the AFU units, as well as the use of UAVs for spotting of the
artillery fire.
The military
authorities of Ukraine continue to conduct a course on their own enrichment at
the expense of the lives of soldiers. In particular, according to the chief
military prosecutor of Ukraine Anatoly Matios, a deputy commander of the 53rd
mechanized brigade of the AFU was selling ammunition, for which he was
arrested, dismissed from the AFU and demoted.
To carry out the investigation on the facts of the theft and sale of ammunition in the AFU units arrived a commission headed by the deputy chief of the ATO headquarters for armaments.
We also became aware of the hidden supply of lethal weapons to the AFU by America.
In particular, our intelligence received information that on July 13, on the basis of a technical agreement between the Defense Ministry of Ukraine and the US military command in Europe in the framework of the program "Partnership for Peace" a large consignment of small arms was imported to Ukraine from the United States.
Via the border crossing point "Lvov avia" by the RCH920 charter flight from the US AF airbase "Spangdahlem," accompanied by five American soldiers, there were delivered the following lethal weapons:
- 950 5.56mm rifles;
- 350 9mm M-9 guns;
- 140 5,56mm machine guns;
- 270 7,62mm machine guns;
- 158 M320 grenade launchers;
- 149 M500 pump shotguns;
- 154 12.7mm sniper rifles;
- 143 M110 sniper rifles;
- 78 XM2010 sniper rifles;
- 99 "Browning M2" machine guns;
- 40mm automatic grenade launchers.
The batch of arms was delivered to the International Center for Peacemaking and Safety in the locality of Starichi, the Yavorovsky district, the Lvov region.
In addition, our intelligence found that, 16 tons of special ammunition for small arms, including over 2 milion cartridges, signal flares and smoke grenades, disguised as a humanitarian cargo, were delivered to the territory of Ukraine by the American aviation.
With high probability, the weapons and ammunition will be used in Donbass for the so-called "peaceful" settlement of the conflict with the help of the United States. Including suppression of protests emerging in Ukraine. It is also possible that a part of the incoming weapons will be looted and sold by the commanders .

and political authorities of Ukraine deliberately create tension along the
contact line. In particular, the greatest aggravation was recorded in the areas
of localities Yasinovataya, Donetsk, Spartak, Telmanovo
and Sakhanka. The Ukrainian punishers, the commanders of the 58th and
53rd mechanized infantry, the 30th mechanized, the 55th artillery and the 81st
airmobile brigades Zabolotny, Vodolazsky, Yakubov, Brusov and Moysyuk,
respectively, perform criminal orders of the Kiev junta on the murder of
civilians and the destruction of the infrastructure of Donbass.
This is evidenced by the provocative attacks committed by the APU near the locality of Yasinovataya on July 25, during which more than 270 mortar shells and 40 artillery shells were launched by the Ukrainian military. In addition, there were observed up to 60 personnel, two infantry fighting vehicles and one armored personnel carrier moving along the AFU combat positions. At the same time, Kiev-controlled official media "trumpeted" everywhere about alleged massive shelling of the Ukrainian position by the DPR People's Militia in this area.
Despite the regular meeting of the Contact group in Minsk, the localities of the Republic were subjected to heavy artillery and mortar provocative bombardments by the Ukrainian military. Throughout the week, we recorded the increasing tension in the Gorlovka and Donetsk areas. At the same time, our side was strewed with accusations of the Minsk Agreements violation.
Only on July 27, on the day of the beginning of the Contact group negotiations, there was noted a decrease in the number of bombardments of the territory of the Republic by the AFU. This fact indicates that the Kiev junta tries to deceive the "Norman quarter" and the entire world community.

The Armed
Forces of Ukraine continue to lose their soldiers due to negligence of the
so-called commanders of the AFU.
Once again we found non-combat losses of the Ukrainian military, thoroughly concealed from the superior command.
As a result of hazing among soldiers of the 43rd battalion of the 53rd separate mechanized brigade, in the area of the locality of Konstantinovka, the private Sergey Zhadan received injuries incompatible with life. In order to avoid publicity and lawful punishment, the commander of the unit reported to the higher headquarters the soldier had been killed during a combat missions.
In addition, due to safety violation during the bombardment of the territory of the Republic, occurred detonation of munitions at the positions of 152mm artillery howitzers "MSTA-B" of the 55th artillery brigade, which resulted in one howitzer destroyed and another three damaged. The AFU losses amounted to eleven dead and eighteen wounded.
In addition, near the locality of Opytnoye, we thwarted an attempt of the enemy's diversive group to penetrate into the rear of the DPR People's Militia units. The group was stopped by small arms fire, causing the enemy to suffer losses of up to ten dead and wounded and withdraw to their original positions.

revealed facts of growing discontent in the ranks of the Armed Forces of
Ukraine of the illegal removal of money from bank accounts. In particular, in
units of the 16th separate mechanized infantry brigade, there is noted a fact
of deduction of monetary allowance from cash accounts of the personnel staying
on the contact line. The amount of the deduction is 100 UAH. The command
refuses to give any explanation on this occasion. As far as we know, Muzhenko
has given a command to collect funds for the organization of the parade in
honor of the day of independence of Ukraine.
We warn the
military and political authorities of Ukraine of offensive attempts. The DPR
People's Militia are ready to provide an adequate resistance without using
weapons prohibited by the Minsk Agreements.
We want a peaceful solution to the conflict and call on the entire international community to influence the leaders of Ukraine and stop the bloodshed in Donbass.

The OSCE
Special Monitoring Mission should follow the socio-economic situation not only
in Donbass but in Ukraine as well, Russia’s OSCE Ambassador Alexander
Lukashevich said at a meeting of the organization’s Permanent Council.
We are drawing
attention to the need to follow the situation in Ukraine more closely. We have
to state that this part of the SMM’s mandate is not fulfilled in full measure.
He noted that
the mission’s reports on mass rallies and protests against the deterioration of
the socio-economic situation, the influence exerted by nationalists on the
political decision-making, the absence of results of the investigation into the
May 2 tragedy in Odessa are fragmentary, reports TASS.
What is needed
is a comprehensive political and socio-economic analysis of the currrent trends
in the Ukrainian society, because they affect the resolution of the conflict in
Donbass. It is also necessary to prepare reports on freedom of speech and
journalists’ rights, the activities of radical and extremist organizations,
citizens’ rights and freedom. The impartiality and a balanced approach to
presenting information are the key factors for the reputation of the SMM and
the OSCE as a whole.
According to
the estimates of the OSCE SMM, the number of indiscriminate attacks has grown
significantly recently. There was an increase in the number of civilian
casualties, many civilian infrastructure facilities were destroyed. From April
to July 21 civilians were killed in Donbass, 43 others were injured. Every
fifth school is destroyed. The populated localities controlled by the militia
are shelled from Ukrainian army positions almost daily.
Under these
circumstances, we call on the SMM to enhance its monitoring activities on both
sides of the contact line. It is necessary to bring into force the mission’s
available early warning opportunities to the full extent.
